Lincoln Blvd. Apartment Project

Affordable Housing Project

Lincoln Village Apartments is a multi-building affordable housing community in South Oroville designed to provide new two- and three-bedroom residences for local families. Franklin Construction helped support the site’s development with grading, access improvements, asphalt paving, compaction, and finish work around the buildings, parking areas, curbs, and drive aisles. Set on a sloped site with notable elevation changes and active construction conditions, the project required practical coordination and dependable field execution as the community moved through continued phases of development.

With multiple buildings, parking areas, pedestrian access points, and changing elevations across the site, Franklin’s work helped create the stable, functional groundwork needed to support the community’s long-term use. As the affordable housing project moves toward its estimated Fall 2026 completion, these site improvements are helping transform a challenging hillside property into a livable, accessible residential community for South Oroville families.

Hicks Lane Subdivision

North Chico, CA
Project Underway

The Hicks Lane Subdivision is a large single-family residential development in North Chico, located on the west side of Hicks Lane between Sycamore Drive and Eaton Road.  The project, once completed, will be a 219-lot subdivision across approximately 45.3 acres, designed to support new residential growth in an area bordered by existing neighborhoods, open land, and nearby agricultural properties.

Franklin Construction performed early-stage site development and earthwork to help prepare the property for future homes, streets, and subdivision infrastructure. Crews worked across the broad site using scrapers, dozers, water trucks, and survey/layout equipment to complete mass grading, moisture conditioning, cut-and-fill operations, and rough site preparation. This foundational work helped shape the land for the next stages of construction, including future lots, access roads, utilities, and public street improvements.

Chico Eye Center

Chico, CA
Completed April 2026

Chico Eye Center’s new facility at 3401 Esplanade was developed as a ground-up eye care and surgery center designed to expand specialty medical services for the Chico community. Public project information describes the building as a 16,000-square-foot healthcare facility with associated site development, utilities, parking, and access improvements. The completed center supports Chico Eye Center’s continued growth, including surgical services, eye care, and its optical boutique.

Franklin Construction supported the project with asphalt paving and related site improvements around the new medical facility. Crews placed and finished asphalt through the covered entry/drive-through area and surrounding access lanes, coordinating paving equipment, rollers, trucking, and handwork within tight building clearances, curbs, sidewalks, and active construction conditions. The work helped create smooth, durable paved surfaces for patient drop-off, vehicle circulation, parking access, and daily operations at the new healthcare site.

Magnolia Gardens Subdivision

Chico, CA

Magnolia Gardens is a private residential subdivision located at 1367 East Avenue in Chico. The project is a 13-lot single-family residential development on approximately 3.1 acres, situated near existing neighborhoods, East Avenue Marketplace, and nearby commercial and institutional uses. The project transformed a former nursery-related site into a small residential subdivision designed to fit within an already developed part of Chico.

Franklin Construction supported the project with private access road and paving improvements serving the new subdivision. Crews performed asphalt placement, compaction, and finish work within a narrow private drive bordered by concrete walls, curbs, and adjacent site improvements. The work required careful coordination in a constrained corridor, helping create a durable access route for future homes and daily residential use.

Eaglepointe Apartments

Paradise, CA

Eaglepointe Apartments is a new affordable housing community located at 5975 Maxwell Drive in Paradise, developed as part of the town’s ongoing recovery and housing rebuilding efforts following the Camp Fire. Public project information identifies Eaglepointe as a 43-unit community with one-, two-, and three-bedroom apartments serving families earning up to 60% of Butte County AMI. The development includes multiple residential buildings, a community center, open space, and play areas on a 6.53-acre site near schools, retail, and other community services.

Franklin Construction supported the project with asphalt paving and related site improvements around the apartment buildings, drive aisles, parking areas, curbs, and access routes. Crews worked within an active construction site, coordinating paving, rolling, compaction, and finish work alongside ongoing building construction and site activity. Franklin’s work helped create the functional paved surfaces needed to support daily access for residents, visitors, and property operations as Eaglepointe moved toward completion and occupancy.
